Because this touches the financial structure of the entire organization, it's locked down accordingly: Manage Projects is available only to super administrator users, and every action — create, copy, or delete — requires the super admin to re-enter their password first. That extra confirmation step means an unattended, logged-in session can never be used to duplicate or wipe out a project by accident.
